Restructure the main navigation:

- Rename "Testing and reporting issues" to "Providing feedback"
- Add "issue reporting" article, with TBD guidelines
- Move "issue triage" to "other" since it's not relevant for most people.

Add redirects js fallback, from the godot-docs.
Move `docunmentation/translation` to `other/translation`, since translation is not just documentation but also the editor (and perhaps in the future, other places).
