toolchain/Config.in: add BR2_TOOLCHAIN_GCC_AT_LEAST_11 blind option

In order to add gcc 11 support for internal and external toolchain in
follow-up commits, introduce BR2_TOOLCHAIN_GCC_AT_LEAST_11 symbol.
