Add the extension ANGLE_rgbx_internal_format, which exposes the ANGLE internal format GL_RGBX8_ANGLE. The format GL_RGBX8_ANGLE enables emulating RGB8 formats with RGBA8 within ANGLE. This also renames the format GL_RGBX8_ANGLEX to GL_RGBX8_ANGLE, since it's being exposed.
