Jörg Krause e85ea79973 vnstat: needs host-pkgconf ...

vnstat uses the PKG_CHECK_MODULES macro and therefore requires pkg-config.

Note that for adding the dependency gd to VNSTAT_DEPENDENCIES the assignment
was changed from '=' to '+='.
