Michael Nosthoff cdc183eef0 package/bandwithd: use /run for PIDFile ...

Fixes:

PIDFile= references a path below legacy directory /var/run/, updating
/var/run/bandwithd.pid → /run/bandwithd.pid; please update the unit file
accordingly.
