Peter Korsgaard c69b809fc1 libv4l: ensure TARGET_CFLAGS are used ...

Now that the lfs handling issues have been worked around, we can
pass TARGET_CONFIGURE_OPTS on the make command line to ensure
TARGET_CFLAGS are used.
