Nathan Lynch 9b659b815b busybox: ensure $(BUSYBOX_BUILD_CONFIG) is writable

If $(BUSYBOX_CONFIG_FILE) is read-only (eg. because Buildroot's
source dir is), the sed fixups to $(BUSYBOX_BUILD_CONFIG) fail.
