Fabrice Fontaine af79f3b3b7 libsemanage: bump to version 2.8 ...

- Remove patch (already in version), see:
  e15f61e5d2
- Add hash for license file
- Drop -L from PYTHONLIBDIR, which is now really used as a path, and
  not as flags.
