- Add an upstream patch, not in 1.0.3 release:
  411300d0ee

- Add a new patch, to fix armv7 builds with vfp < v4.
  Proposed upstream in:
  https://github.com/google/highway/pull/1143

- Add a comment about -DHWY_CMAKE_ARM7=OFF since the name is a bit
  misleading. It should better be ARMV7 or ARMV7_VFPV4.
