Thomas Petazzoni 8acb2cb391 libgpg-error: use the new gettext logic ...

This commit switches to use the new gettext logic, which involves
using TARGET_NLS_DEPENDENCIES instead of hand-encoded dependencies
on gettext/host-gettext.
