Angelo Compagnucci ed3062319f package/cups-filters: bump to version 1.28.4 ...

While bumping, removing upstreamed patches. Removing also autoreconf
step cause we are not patching it anymore.
License hash is changed due to remove of notice for file
filter/sys5ippprinter.c.
