Frank Vanbever 0ff01509e0 package/elixir: fix host-erlang dependency ...

There is no target elixir package, so setting a value to
ELIXIR_DEPENDENCIES has no effect, HOST_ELIXIR_DEPENDENCIES must be
used instead.
