1640fca208 package: rely on systemctl preset-all for upstream-provided services 
All these packages have an upstream-provided service, but buildroot
enabled manually the services in exactly the same way as the [Install]
section.

This is not needed anymore

b81e00e2ed package/systemd-bootchart: enable systemd-bootchart.service 
This would normally be enabled by systemctl preset-all however since we
don't have a host systemctl we need to enable the service manually.

9c3089c8a7 package/systemd-bootchart: add BR2_PACKAGE_SYSTEMD_BOOTCHART_ARCH_SUPPORTS 
Since commit f93596d8ba, systemd is
enabled on arc however systemd-bootchart is not available on this
architecture so add a BR2_PACKAGE_SYSTEMD_BOOTCHART_ARCH_SUPPORTS from
the information retrieved in src/architecture.h

b6051d9491 systemd-bootchart: bump to version 233 
This version includes minor fixes and improvements but is otherwise
compatible.

It does not rely on xlocale.h so we drop that patch (it was merged).

30a3e8d108 boot, package: use SPDX short identifier for LGPLv2.1/LGPLv2.1+ 
We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.

This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

run intltoolize. So drop the dependency on host-intltool

a2e56724a3 package/systemd-bootchart: don't build manpages 
Building the man pages requires xsltproc, which is not always available
on the build machine, so the build fails at configure:
    configure: error: *** xsltproc is required for man pages

But then, even when xsltproc is present, it can't actually build the man
pages, because it can't "download external entities":
    I/O error : Attempt to load network entity http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl
    warning: failed to load external entity "http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl"
    compilation error: file ./man/custom-man.xsl line 27 element import

Add a patch (sent upstream) to allow not building the man pages.
