- Remove patch (already in version) and drop autoreconf
- Replace COPYRIGHT by LICENSE (and add its hash)
- License is now BSD-3-Clause:

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

difference that it only allows use for:
'research and educational purpose and without fee ... Use of this software
in whole or in parts for direct commercial advantage requires explicit
prior permission'
