fa937f2756 package/dc3dd: disable on arc 
Disable dc3dd on arc like we've done for riscv32 because of the size of
time_t:

never had a 32-bit time, and has always been 64-bit from the onset):

bf2f6f49ff dc3dd: new package 
We actually prefer the version 7.2.641 (over 7.2.646) as the
content of the release is identical and the 641 has the advantage
of providing a proper .tar.xz file.
