- Fixed (security) [APP-70]: Memory leak in MibLeaf::set if same OID is set

make the same change for FOO_CONF_OPT.

Now that --disable-dependency-tracking is passed by the
autotools-package infrastructure, there's no longer any reason to pass
it in individual packages.
