packages: rename FOO_CONF_OPT into FOO_CONF_OPTS

To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS,
make the same change for FOO_CONF_OPT.
Sed command used:
find * -type f | xargs sed -i 's#_CONF_OPT\>#&S#g'

php-gnupg: get tarball from sources.buildroot.net

pecl.php.net seems to have a database issue and returns a html page instead
of the tarball.

php-gnupg: force gnupg detection
...
Hardcode the gpg path and detection otherwise it will fail on a host
that doesn't have gnupg installed. Fixes:

Also define PHP_AUTOCONF and PHP_AUTOHEADER as other extensions do to
avoid stray issues.
