1f721a2f00 xinetd: follow the convention for patch location 
Following 5538e47662 ("rework patch model"), the xinetd patches
were no longer being applied, because they were stored in
package/xinetd/xinetd-2.3.15/*.patch. This lead to xinetd build
failures such as:
http://autobuild.buildroot.org/results/1a032bca894b76facd9e7f01c3b5d370987d7fc8/build-end.log.

This patch fixes this by changing the location and name of the xinetd
patches to follow the new conventions.

0858e000fe Rename BR2_INET_RPC to BR2_TOOLCHAIN_HAS_NATIVE_RPC 
The BR2_INET_RPC has for a long time been a not very descriptive
configuration option name, and with the advent of non-RPC glibc
toolchains and the apparition of libtirpc, we really need to rename it
to something more sensible, BR2_TOOLCHAIN_HAS_NATIVE_RPC.

ed42aab337 xinetd: explicitly specify AR in build step 
xinetd's configure does not set up an AR variable, and there
are no libtool files to autoreconfigure.  So instead, lets
pass in AR during the build.

2d177d4852 xinetd: expand DESTDIR patch to fix uninstall target 
Expand the openWRT patch to fix xinetd's "uninstall" target,
so that buildroot's "xinetd-clean" removes the correct files.
