Bumping the package requires two fixes:
* pillow looks for header files in paths returned by pkg-config.
On buildroot, pkg-config returns nothing if PKG_CONFIG_ALLOW_SYSTEM_CFLAGS
is disabled.
* png is the default pillow image format and png format is working only
if python zlib module is available.

This patch bump Pillow to version 7.0.0.
Latest Pillow version doesn't support python2 anymore, thus
enforce the dependency on python3.
It updates also the LICENSE hash due to copyright year update.

This patch changes PYTHON_PILLOW_INSTALL_TARGET_CMDS to actually
install pillow in target directory instead of host.
While at it, it also fixes the version for the hash, and uses the more
conventional "define ... endef" construct to define variables in
python-pillow.mk.
