The new version comes with some new features and minor fixes. The two
previously included patches were merged upstream. A new patch was added
to fix build on 32-bit systems. There's a new dependency to the pcap
library.

Now that we do not override the automagic handling of include
directories witbh aclocal, the missing m4 directories will be
automatically created by aclocal itself.
So we can drop of hooks.

Dropwatch links with readline, which is GPL-3.0+, so not compatible with
GPL-2.0. When asked about this, upstream has clarified that the license
really is GPL-2.0+:

This commit switches to use the new gettext logic, which involves:
- using TARGET_NLS_DEPENDENCIES instead of relying on binutils
depending on gettext/host-gettext
- using TARGET_NLS_LIBS to force linking against libintl

The tool was hosted at fedorahosted.org which was shut down in early
2017. According to a private conversation with the upstream maintainer,
the new home for this tool is on infradead.org so far. So the SITE was
adapted accordingly.
Additionally the version was bumped from 1.4 to current master. This
allows to drop one build patch. The other patches were recreated with
Git.

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv2\>/GPL-2.0/g'

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.
