All init systems supported by Buildroot have a /run directory and have
a symlink for /var/run -> /run.
Use the /run directory directly.

The test doesn't make sense. It just exits without any error if the
binary doesn't exist, which is silly.

'echo -n' is not a POSIX construct (no flag support), we shoud use
'printf', especially in init script.
