ce34cf0ae3 cmake: bump to version 3.15.4 
Remove FindLibUV patch which is now upstream.

Resync/reformat rename cmake rootfile patch for 3.15.4 with git
format-patch.

Copyright.txt has updated copyright year and added some authors.

f3d271be68 package/cmake bump to version 3.9.6 
This is the latest cmake that doesn't require a c++11 toolchain.

The hash of the license file is changed due to the addition of one
more contributor in upstream commit
a3388900f88e2e576d17f635bbf3a7ed257804a3.

5b57ae7ad1 Revert "package/cmake: bump version to 3.10.0 and add license hash" 
This reverts commit 65205c2425, which
causes too many build failures of host-cmake due to the use by CMake
of the emplace_hint C++11 method.

This new dependency of host-cmake will have to be taken care of in a
more complete patch.

0b44bfc309 cmake: bump version to 3.8.2

the bundled dependencies for host-cmake but not for target.
